The parties met on April 19, 2019 for a second day of impasse mediation (the first mediation date was March 6, 2019). No agreements were reached, and the PERB mediator is sending the parties to factfinding.

The District sent CSEA its comprehensive Last, Best, and Final Offer. The offer is for a 3-year agreement encompassing language changes and an ongoing salary increase. Below is a brief outline of the District's Last, Best, and Final Offer presented on April 22, 2019 following mediation.

Compensation

The District proposed a 6.0% increase to the unit, effective May 1, 2019, inclusive of the cost of increases to the State-mandated minimum wage. The District also proposed a paid half-day of professional development in 2019-20 and 2020-21 (much like we did on March 22 this year).

Language Proposals

Organizational Security

The District incorporated its July 11, 2018 proposal on Organizational Security, which included language changes to address the 2018 U.S. Supreme Court decision in Janus v. AFSCME.

Performance Evaluations

The parties have reached conceptual agreement on changes to the Classified Employee evaluation form, as well as related language in the collective bargaining agreement.

Hours and Overtime

The District incorporated its June 12, 2018 proposal on Hours and Overtime which addressed lunch periods, compensatory leave, and the distribution of extra hours.

Leaves

The District incorporated its June 1, 2018 proposal on Leaves which addressed pregnancy and parental/bonding leave as well as personal necessity leave.

Transfers

The District incorporated its June 12, 2018 proposal on Transfers which addressed vacancy posting time.

Layoff and Reemployment

The District incorporated its June 1, 2018 proposal on Layoff and Reemployment which addressed seniority, the definition of a layoff, and reemployment rights.

Disciplinary Action

The District incorporated its June 12, 2018 proposal on Disciplinary Action which addressed grounds for discipline and corrective actions provided to employees being disciplined.
